Your brother should attach Indian birth Certificate alongwith canadian passport.

It is very common that women have different name before marriage. So attach any available IDs for her along with passport.

However at some stage they will ask the proof of relationship. Often documents such as (educational / marriage certificate) shows father name on your children's documents, but mostly in that part of the world mother name are not shown on child's documents. That would be tricky to proof. If your mother had a marriage certificate then i could be easy to proof.

He doesn't have a birth certificate too. Since he is a canadian citizen he can no more attach affidavit from Indian consulate stating his birth details.

yeah most of the proofs have father name.
i will check if his marriage certificate has the details. thnx
