Please advise if it is advisable to send letter to visa officer (along with application) to explain why you want to study particular program in Canada.
Yes it helps alot. Structure the letter to tell the visa officer how the program will help you in your career, and not to convince the officer that you will return after studies, too many people try to convince a return, so make it career wise.
