Urgent! Change Status from Student to Visitor

Hello,

My study permit expires on August 31, 2019. If I apply for change of status before the expiration to "visitor" from student, Will I be on implied status? Can I flagpole with this implied status for work permit?

Or the implied status is only given to study permit extension?

Please let me know
