I completed my diploma (2 years program) in 2009, then I went to University and get into a Co-op program in 2010. In may, I will have one year of work experience after graduation. Can I apply? CEC states "As a graduate of a Canadian post-secondary educational institution, you must have one year of full-time (or equivalent) work experience in Canada after graduation."

No, it looks like your work experience was gained as a part of your co-op program which does not count.
See page 9 of the Guide:
Note: The experience must be acquired after you have completed the required study and obtained a Canadian credential (work performed under the Off-Campus Work Permit Program or co-op work terms do not count).
