URGENT: Applied in US for Canada Visa but currently in India

Sorry for the long text , but need some help here please.

My parents came to US to visit me and applied for Canada visa from US in Mar 2022. But of 6 month max stay rule in US, they went back to India in June 2022. Now they got the request to send the passport for visa stamping. I already sent a query to IRCC using webform telling them that my parents had biometric done in Los Angeles, but are in India now, so can they change the visa stamping location. Have not got any reply from them yet.

The passport request letter has a link saying "find out where to send your passport ", and the link says

1. Log into your account.
2. On the welcome page, under “what would you like to do today”, navigate to the “View my submitted applications” section.
3. Click on “Check status and messages”.
4. On the “Application Details” page, click on “view submitted application”.
5. Your application will open in a new window.

In your application form, if you have answered:

1. Yes to question 9, use the country/territory you provided to question 7
2. No to question 9, use the country/territory you provided to question 9

I have applied for their visa through IRCC Portal. The problem is I do not see any such navigation in the "IRCC Portal", so I think the navigation is for IRCC and not IRCC Portal. Anyways, I opened the application from IRCC Portal and found the "Client application summary" there, but then there are no question numbers in the application, so I do not know which questions they are talking about. Also, if ultimately it means to say that the country comes out to be US, what shall my parents do now?

Contact the closest VFS office for Canada where they are, eg in Delhi.
