The new thing that I had new baby born last week here in Canada,, I'm wondering if I need to contact VO so they amend the dependents section in the COPR or for another reasons,, or she is Canadian by default and won't make a difference ,,,,

Congrats on the new born.. I believe she's Canadian by default so It wont hurt to just email them an update, or ur best option is to call cic directly

For child to be Canadian, either one of the parent should be a PR or a citizen of Canada to be entitled for his child to acquire Canadian Citizenship
No. Not true at all. Please don't spread misinformation.

The child is a Canadian citizen if born in Canada - even if the parents aren't PRs or citizens. The only exception is if the parents are diplomats in Canada - in that case the baby does not receive citizenship.

In this case the parent is a foreign student - the baby will therefore be a Canadian citizen by default of having been born in Canada.
