Upgrading equivalence from Graduation to Masters

Hi,

I have done MBA, from Pakistan and WES gave equivalence as graduation.

After MBA, now I have also completed my MS (2-year degree). To gain equivalence as masters, should I apply again with WES or chose Comparative Education Service (CES).

And if I should choose CES, should I send only MS or the complete previous documents as well.
