I answered yes for 6d statutory questions where I had OINP international student stream refusal. I am planning to submit mu application next week. Can I submit Schedule A along with my application just to avoid future ADR or delays?

Yes be completely truthful in your declarations. Additionally, you should include an explanation for the failed application. If you received a written correspondent for the refusal, you could include it as well.
