The operational manual for CEC (http://www.cic.gc.ca/english/resources/manuals/op/op25A-eng.pdf) was updated last week.

Those currently preparing their applications should have a look at the changes, as they clarify some matters that people have asked about here. In particular, there is a good amount of detail about how they assess work experience (addressing full-time study, vacations, and implied status).

Full list of changes:

2014-01-30

Section 5 – updated to incorporate reference to Ministerial Instructions and to streamline
information on immigration fees and related procedures.

Section 6 – updated “Human Resources and Skills Development Canada (HRSDC)”
reference to “Employment and Social Development Canada (ESDC)” to reflect
departmental name change, and streamlined the definition of “family member” in favour
of cross references to the appropriate manual chapters.

Section 7 – minor updates to the list of general procedural steps for processing
applications to incorporate addition of assessment of eligibility for processing under
Ministerial Instructions.

Section 8 – minor updates to the list of requirements for an application to be considered
complete to include full titles and numbers of required forms, reflect the requirement that
language test results demonstrate that the applicant meets or exceeds the language
proficiency threshold, and the addition of a note to clarify that incomplete applications or
those received after any intake caps specified through Ministerial Instructions have been
reached will be returned to the applicant along with processing fees.

Section 9 – new section incorporated to describe the procedure for assessing an
application against Ministerial Instructions and putting an application into process at the
Centralized Intake Office (CIO).

Section 10 – this section and subsequent sections renumbered per addition of new
section 9. Description of qualifying work experience expanded to clarify that the applicant
must have performed the actions described in the lead statement and a substantial
number of the main duties, including all the essential duties, as set out in the NOC
occupational description. Note added regarding work experience acquired while under
implied status, and clarification provided with respect to an allowance for a reasonable
period of vacation time during a period of qualifying work experience.

Section 10.12 – new subsection providing guidance on determining an applicant’s
employment status.

Section 10.13 – new subsection to incorporate bridging open work permit requirements.
