UNUSUAL CASE...?

I am international student in canada.
Applied 3rd time spouse Trv and kids study permit . (6,8 yr). On 20 april from Pakistan.(paper based).

Refused as message attached on 15 may online linked application.
But final decision still in progress till today online since then.
Don't receive passports back.still in embassy.abu Dhabi
What to do .and whats going on

I called cic.
They said they cannot see other countries visa office decision on their system. She asked me to email them.
I Emailed both pak n abudhbi offices...
Vfs khi does not know ...they said passports still as embassy.

Anyone in same situation?
