Unusual case for visitor Visa

I am an Indian national currently in Germany on a researcher visa for the purpose of completing a PhD.

I want to visit my friend in Canada, for which I will need a visitor visa. Furthermore, I can tell that the online wizard for the tourist visa doesn't really take into account this case.

Is this at all possible?
