Does the government keep track or enter your information electronically if your application for spousal sponsorship is sent back before processing? Or is all information still kept regardless? In short, if your submission and documents are sent back and iit is stated that they will not be processed or put in the Que for processing does that men that the government has no personal record of your application?

Your posts give the impression that you're attempting to play with fire. You really would not want to risk a 5-years' ban for misrepresentation.

To answer again:
IRCC has records of all applications regardless of whether these apps were processed until the 'Decision Made' stage or whether they were returned right away. Paper applications are scanned/stored electronically, archived and can be accessed whenever required by IRCC.

All personal information is stored in Personal Information Banks (PIBs) and can be retrieved based on certain parameters
