also do these universities allow me to skip a semster and retake it ?

Well it depends on the course you are applying! Some more details on your profile and intended course would help people suggest.

On a general note winnipeg vs st john. Winnipeg is a bigger city has manufacturing industries, food processing and an agro based economy.

St John's economy is driven by the Marine and sea food industries, ports and also there are some natural gas, petroleum processing industries growing here.

If you are looking for a masters in IT just for the sake of jobs i would always suggest Montreal, Vancouver and Toronto as your first choices.

Skip semesters? I don't think you would be allowed to skip a whole semester as an international student since you are bound by visa restrictions. You can request for course exemptions based on your undergraduate degree.

Memorial at any time is going to be cheaper than manitoba so if your chances of getting scholarships or a research program is less, memorial makes sense money wise. If your profile is good you have to choose between the cities that gives you the best opportunities

However, if your looking for a research masters, you have to go to a place where you find a professor who is researching in your area of interest irrespective of the location.
