Unique Sponsorship request by Embassy

Hello,
Wonder if anyone can help.

I have been married to a Moroccan lady for over 6 years (We have 2 Kids) , I am a Canadian citizen and so are the kids ( Both born outside Canada)
I am working in Kuwait and my wide have been living at our apartment in Rabat for the last 11 months. (I very frequently go there)

We have applied for a visitor visa - Through VFS Global - for my wife, so we can visit Canada and search for a school for my 05 years old son, and maybe also visit the USA (She already have visa for that)

The embassy called my wife today and asked that I should sponsor my wife. I live and work in Kuwait, our application at this time for only a visitor visa, There was no requirement anywhere on CIC relating to sponsorship for a visitor visa.

Does it mean simply; I should provide a sponsorship letter? or
Do I need to fill the sponsorship application? which mostly relates to people living within Canada, bringing over their family members?

Any one with similar past experience, or knowledge, appreciate your feedback

Send them either a letter/email response stating that you intention in the near future is to continue residing in Kuwait and have no intention to sponsor your spouse at this time (If that is your intention)_. Mind, they are going to question as to who is going to look after the five year old when he attends school in Canada.

I do not mind doing the sponsorship application, however; that does not seem to be what they are asking for, because they kept passport and her application, I think what they meant was a sponsorship letter, as there is no time to assess sponsorship application. We are travelling 27 January, and that is on the application.

And yes, my current contract finishes at the end of 2016, the purpose of us visiting schools is to find the best match in Kuwait, should we go back to Canada the kid will not have much of a problem adapting to his new school. Plus our bulk of time in north america would be spent in the USA; for which we already obtained a visa for my wife.

I am glad to report to you, that my wife was issued a two years multiple entry visa, she collected her passport. Aparantley, I had to only write sponsership undertaking statement.
