I lived in the UK for ~18 years then moved to Ireland for 7 or 8, before coming to Canada on a 2 year visa. As part of my visa application I provided police certificates from Ireland and the UK. I am now applying for PR and want to know if I need a new UK certificate.

For the applicant’s current country of residence, the police certificate must have been issued no more than six months before the submission of the e-APR.
I take it this refers to those applying for PR who are currently residing outside Canada, because....

Police certificates are required up front and are mandatory for each country (except Canada) where an individual has lived for a total of six months or more.
But this means I definitely need one for both the UK and Ireland.

Now, my UK police certificate was issued in 2014 but the CIC page also tells me
For countries in which the applicant no longer lives, the police certificate must have been issued after the last time the client lived in that country.

I have not lived in the UK since 2014, so can I still use that certificate? I don't see why I would need a re-issued one to state I have not committed crimes since then given I haven't actually lived there at all.
