I don't know what was the status before but now it is as above.

Eligibility is assessed after the background check is completed, though sometimes it can be concurrently assessed.

Since eligibility depends on your background (criminals are not eligible for visas), your background must be checked before eligibility can be assessed. Or, at the very least, some information about your background must be available before your eligibility is assessed.
