Un-decided between PNP and Express Entry...need help

Hello All,

I have a CRS score of 400(42 years) and have double degree. My wife is having a score of 391. She has created a profile already and received a Letter of Interest from Ontario province.

Need help in deciding whether to go with PNP with 391 score(using wife's profile) or submit my own profile with my score of 400 and wait in the express entry pool.

Is it worth putting 1500 CAD as OINP charges?

Also, can there be two different profiles created for husband and wife separately?

If believe it's fine to have a profile for each of you at least up until one of you submits an actual PR application (seniors can clarify this since I'm not 100% sure).
Since there's no telling when the EE ITA cutoff will get down to 400, if I were in your shoes, I would give OINP with your wife's profile a try. A bird in the hand is always worth two in the bush. What you can do is gather and ensure that all OINP docs are ready but wait a bit before the actual submission to see if EE scores do get to 400; just don't let the OINP submission deadline pass. The $1500 may seem like a lot but I think it's an investment in your future. Just my 2 cents.
