My mother has UK Pr card but not a passport, my mother would like to visit canada to visit my brother and her grand kids, she is in pakistan atm. My question is that do i need to apply for a visitor permit or an ETA? All info will be appreciated.

Well first of course she needs a passport and if that is a Pakistan passport she needs a visit visa

Having a UK PR card does not replace need for a passport and ETA would generally only be issued for a visa exempt passport holder such as UK passport for example.

Understood thankyou for the information, i heard that there were exemptions for PR holders but i guess they were wrong
