Please am trying to apply for UK police certificate and I got to this part that said :

In order to satisfy ACRO requirements, your application must be endorsed by an individual employed as one of the following or similar profession:

do I need someone to endorsed this form am sending to UK. I really don’t understand this part please help. Their website is down and you can only apply manually now .

Yes, Find someone who works in one of the professions that they listed and get them to endorse your application.

Yes it could by anyone as long as they're employed and not related to you (not a family member). Acro very rarely contact them.

If you're employed ask your Manager, if you're not employed you could use Someone from your Uni or NHS or similar as long as they can confirm that it's you.
