UCI number changed

i applied for immigration under CEC but got refused under the basis that they are satisfied with reference letter. but they changed my UCI number which i think never changes all your life. i called immigration to confirm, they said they did change it but didnt tell me the reason why?. um confused why did this thing happen its so rare.
