i applied for FSW in dec 2014. while filling my EE profile, it asks me if I have applied to CIC before. When I answer it yes, it asks me for UCI number which is not provided by CIC yet. its not letting me save/submit without UCI #. what should be done here?

You can find the Unique Client Identification number on your work permit letter.
It has nothing to do with the FSWP.
Even I applied for FSWP in December and today submitted my application in EE.

I have called the CIC and they confirmed to me that, if you don't have a UCI number yet, you can just say it's your first application to the CIC.
I know it's counter intuitive and a bit scary, but somebody else got this info as well.
If you are in doubt, you can call them and confirm this

I have received a different answer from the call center agent.
Its right to say that you have applied for immigration earlier. Declaring "No" upfront means you did not, which is not correct. Its always good to say "Yes" when in doubt and can provide rationale, which immigration understands. They know that providing UCI number takes time..etc.
In my opinion you can raise a case specific query and get the answer from CIC.
To move ahead with submission can enter 000 as UCI number, which is not the UCI number but literally means NA since it does not have any significance and you are entering the number to successfully submit your application.
