Just wanna share, My husband doesn't have a client id, so we called cic and asked them about it and they just ask a few questions like when was he became a permanent resident (1995), after that they gave him his client id number.

gave your husband the sponsor his client ID.....he had a client ID when he applied for PR and the ID does not change......the applicant like;y will receive their client ID in AOR
