Hello.

We landed as immigrant here in Canada last September 2012 from the Philippines. We would like to visit my brothers and sister in Hawaii. When we can avail U.S. Visa?

Not sure what your question is but you can apply for a visa at any of the US consulates in Canada. You will have to show ties to Canada. You have only been in the country for about six months so you may want to wait couple more months, may increase your chances.
