The answer depends on how many part-time hours per week. If 15 hrs per week then yes.

What if I worked 23 hours for 3 weeks and 13 hours for one week?

Add the hours and divide by 30.

I get 2.7 weeks. I believe IRCC will count that as 2 completed weeks (they don't count partial, so round down).
