Two questions about open work permit

Hi there.

I temporarily work in Montreal of Quebec. My wife and my son came to meet me as visitors. I hope they can stay here with me all the time. So i ask my wife to apply for an open work permit. But there are two questions i couldn`t find answer from the GUIDE. Any guys can give me suggestion? I great appreciate!

1. Does my wife need to apply for a CAQ first since in Quebec it`s necessary before applying for the work permit?

2. In the form 1249, Section B -Family members, what type of document requested for my son? He is only 3 years old.

CAQ is for studies....CSQ is for permanenet quebec workers....she does not have to apply for either of these...just she needs to apply for visitor visa or open work permit...
