Twice Visitors visa rejected - needs advise...

My co-brother and family (wife's sister & family) applied for vistors visa and got rejected twice
reason, first time applied thru travel agency and financial details were not filling correctly,
second time rejection reason
'purpose of visit' - mentioned to spend time with us.

They want to apply again for the third time, before that they want to know exact reason for
rejection - like gcms notes, please advise can we obtain GCMS notes for visitors application.
Any valuable points to include in the third time?

Yes, you can apply for GCMS notes for them.

Apply GCMS notes under the Access to Information Act in Canada. You will find VO's details explanation of refusal on that notes. It would cost you only $5. After that, they should rectify the reasons and reapply if they want.
