What makes you think this Polarbear ? - The other tweet just before this one said that they were proud to give citizenship to 16 000 in january, so I don't think that they will take the risk to return applications. Anyways, even if they wanted to, they won't be able to do it before the law comes into effect which is not going to be tomorrow...
They are spending money to make the system go faster, so do you imagine them returning applications ?
Most likely, the part about convicted criminals and terrorists will be retroactive and the part about citizenship grants will get into effect at a certain date and will most likely not have a retroactive effect on current applications. If it does, this would be insane and cruel and won't respect the law in terms of equality. Also, the part about the Lost canadians will be retroactive too. How will they tackle the backlog ? Well there are several ways : They can stop receiving citizenship grant applications for some time ( not likely), they can change the requirements ( very likely and will make a lot of those who didn't apply yet wait for another few months or years before applying), they will probably also allocate more money to the system to create more clerical jobs, and they will probably return a few applications that don't respect a " stricter" citizenship act, such as physical residency in Canada or you name it... There are many ways to tackle the backlog, only one of them is to return the applications, and this would be the worse case scenario option and if they do it, then they would be really CRAZY!
Now do the conservatives want to take a risk ? they are capable of everything and if they feel that we are way too critical of everything they do, it is probably because they are not being transparent.
