TRV versus Student visa

A Nepalese person was refused a TRV last year for a 2 month stay. If this year he takes a 3 week course and corrects the points that were deficient, and if he applies for a student visa although not necessary because of a total stay of 1 month, because its a student visa, will it be easier to get a Student visa then a TRV? From what i read in other topics, it seems it might be easier. He is 34 years old and single.
How is a student visa application analyzed compared to a TRV? Is it different? Thanks for the reply.

if the purpose of the visit is just to visit, why apply for a student visa?

If the course being taken is less than 6 months, i dont believe you need a student visa.

also, the same scrunity applies when applying for a visitor vs student visa i.e. ties to your home country, and you still have to convince the visa officer that you will leave Canada at the end of your stay.

so not sure if a student visa is easier to get.
