TRV to study permit

My wife is here on a TRV while her outland PR application is being processed - Visa office is Islamabad and the lead time is 2 years or so. She is a pharmacist by profession.

We don't want to wait years for her to go thru with her Canadian certification exams. My question is, can she apply for a study permit while in Canada on a TRV so she can write her exams?

Yes - U of T offers a pharmacy training course which is about 7 month long.
