TRV requirements

Hi everyone,
so I am currently sponsoring my husband within Canada. His work permit had expired in Sept, so he had applied for restoration of status as visitor. He can remain in Canada until September 2017 now. But in March 2017, we have to go out of the country to visit family. We apparently need a TRV in order for him to come back to Canada. My understanding is that to apply for TRV within Canada you have to have either a Study permit or work permit? Can anyone advise on what we can do?

Do you know how long that will take? Also, can we apply abroad but still remain in Canada?
