TRV rejection-suggestion needed on reapplication, biometrics

Hello Friends, I am from Pakistan, living in Japan for 2 years for a research fellowship program, have a permanent university position in Pakistan with 15 years Service and presently on paid leave for 2 years. I applied for TRV to present my research paper in a conference in Canada in June. I have a rich travel history (12 countries) with valid US visa, my visit is official with letters from university in Japan for coverage of travel and boarding expenses. I applied in Tokyo VAC. As I have good experience of submitting visa applications (but first time for TRV of Canada) and hence submitted my application complete in all respects from my point of view. But visa refused due to the reasons below;
1. Immigration status in country of residence
2. Family ties in Canada and in country of residence (My family and kids live in Pakistan due to Schooling language problrm in Japan)
3. Current employment situation

Since my conference is in June, I want to reapply shorter. Can anyone suggest/comment me on this situation and likelihood of my TRV on reapplication. Can it be a misjudgement? Any suggestion about additional documents to include with new application.
One more question please: Am I required to submit biometric data again for reapplying?
I highly appreciate your response.

Please note down the docs/evidences I submitted (I think it will make easy to suggest for you and someone else)

1. Invitation letter from conference organisers with acceptance of paper
2. Passport+2 old passports with copies of all old+valid visas
3. Employment letter from university with statement of coverage of travel and boarding expenses+my bank deposit statemnt (in addition)
4. Fellowship letter of my sponsor organization in Japan with monthly scholarship statement
5. Tentative travel plan
6. Copy of Japanese Resident Card
7. CV
8. Marriage certificate (translated)
9. Travel history (on one page), copies of visas already there.
10. Application form on paper+family history paper+checklist.

Immigration status: there's nothing you can do here, as it's typical to be refused if you're living in a country where you're not a permanent resident or citizen.

Family ties: You mention you have family back home, but still refused. I'm looking at your documents submitted, doesn't look like you provided anything besides the marriage certificate, that you have family living in Pakistan. Should have something like a household registry, and explain that they're living there in the CV.

Hi,

You must prove your strong ties to both Japan and Pakistan: employment/research, family, finances, property ownership/leased accommodation/land, etc

All documents must be in English.... do translate any document/evidence, into English, by a certified translator, if required.


Here are my suggestions when you reapply:
Employment/Research:
1. Your permanent employment with the Pakistan University (appointment letter) + letter from Pakistan university for 2 years paid sabbatical + 2 years research fellowship position appointment with the Japan university

2. Evidence of any research findings which you have published earlier + your research collaborations + any part-time teaching that you do at the Japan university (if applicable)

3. 6-12 months' bank statements of your Pakistan and Japan accounts + evidence of 6 months stipends received from both universities

4. Abstract of the research paper which you want to present in Canada + an explanation why you must present this paper and how it will help your ongoing research/career

5. Letter (original) issued by the Head of the Department, Japan university confirming your 2 years research fellowship program appointment + brief details of the work you do + permission for you to visit Canada to present your paper from XX to XX dates + confirmation that the Japan university is sponsoring your visit


Immigration Status:
Copies of your Japan resident card + Japan visa


Other ties:
1. Lease agreement for accommodation in Japan + rent receipts or highlight bank transfers for 3-4 months + evidence of leased accommodation/property ownership in Pakistan
2. Proofs of any utility bills paid by you in Japan for 2-3 months
3. Credit card statements for credit cards issued to you in Japan
4. Marriage certificate + birth certificates of your children + proofs they are dependent on you financially (for example, remittances made from Japan to your wife's bank account, etc) + address proofs to show they live at the same address as your Pakistan address
5. Any professional or personal reason why you must return to Japan by XX date with evidence


Travel History
As visa officer does not have the time to go through your passports, do prepare an Explanation XX: My travel history.

In a tabular format, provide visa details/entry exit dates/purpose of visit + scan each visa you have obtained/traveled on for the last 10 years + focus on your US visa
