TRV rejected twice: Spouse PR in process;

Hello Friends please guide.

1) I am Canadian citizen.
2) wife is Indian citizen.
3) applied for PR and is in process (SA approved)

My wife has applied for TRV before marriage but was rejected on the following grounds.

1) purpose of visit
2) family ties
3) not sufficient funds.

again applied for TRV for the reason of visiting spouse on her birthday. but rejected on the following
reasons.

1) purpose of visit (but i have clearly mentioned purpose as visiting husband to celebrate birthday)
2) family ties. ( my wife has family in India)
3) travel history ( but she has travel history to Singapore and Mauritius)

Questions.

1) Should I try again 3rd time. with adding more travel.
2) I applied to NDVO, should I apply online or other visa office in india?
3) Has someone applied 2nd time and got their TRV applied while PR is in process.

1) No - don't try again. Refusal rates are very high in these situations since IRCC knows your spouse has plans on remaining in Canada long term and suspect she may want to use the TRV to move to Canada early (i.e. isn't a genuine tourist). Also, you want to avoid having too many refusals since this can end up impacting the PR application. Two refusals is OK - three refusals is starting to get into "too many" territory.
2) No - see above. Won't make a difference.
3) Maybe. However it's generally very difficult to get a TRV approved with a Canadian spouse. I would not recommend applying again.

Note the following regarding the refusal reasons:
- Singapore and Mauritius aren't counted for travel history. IRCC is looking for travel to countries requiring visas such as the US and UK.
- Your wife's family in India is not a strong tie. Her ties to Canada are much stronger since you are Canadian.
- The purpose of visit refusal reason means that IRCC has concerns your wife is trying to use the TRV to move to Canada early. Since she has a PR application in progress, IRCC knows she has plans to remain in Canada long term.
