TRV rejected because biometrics was not completed in time.

hello,

I applied for a TRV for my parents a few months back. While my mother got a letter for biometrics, my father didn't. I requested for additional time for my mother to complete her biometrics appointment in the hope that my father will also get his biometric request by then and they can go get the biometric done together.
However, today IRCC informed me that my mothers visa is being rejected.
Here is what the refusal letter says -

I have determined that your
application does not meet the requirements of the Immigration and Refugee Protection Act
(IRPA) (https://laws-lois.justice.gc.ca/eng/acts/I-2.5/index.html) and Immigration and Refugee
Protection Regulations (IRPR) (https://laws-lois.justice.gc.ca/eng/regulations/sor-2002-227/
index.html). I am refusing your application.
• You have not complied with the requirement to provide your biometric information as per
section 10.01 of the IRPA
• You are found inadmissible to Canada under paragraph 41(a) of the IRPA: through an
act or omission which contravenes, directly or indirectly, a provision of this Act.

Please can someone help answer the following questions?
1. Does this mean that my mother can no longer apply for a TRV?
2. If she does reapply, will this be a red flag and reason for denial?
3. If you think I should reapply, how soon is it recommended to reapply?
