TRV refused twice. Can I apply immediately for a different category? Please help

I applied for temporary resident visa twice and got refused. According to the first refusal latter, I have not satisfied the officer that I will not leave Canada after my permitted stay. The reasons of my first refusal are the following;
1. Travel History - because I recently worked abroad as factory worker
2. Assets - I only have CND7700 in my bank but I do not have properties or business

the second refusal are;
1. Travel History
2. Ties to Canada and country of residence - I have relatives in Victoria,BC
3. Assets - provided them copies and proofs of my 2 bank accounts.
4. Limited employment prospects in country of residence - I am currently employed and earning good income.
5. Purpose of travel - I want to visit my relatives in Victoria.

I included in my application an agreement with my current employer that I will return to work after the duration of my leave of absence.

Can anyone help me explain why and what do I need to do because it is unfair having a decision so quick without assessing properly. If I apply for a different category, would this be possible? Please help. Thank.

I'm not sure what you mean by "apply for a different category". What category were you thinking of applying for? If you are visiting Canada as a tourist then the temporary resident visa is your only option.

If you plan to apply again, you should show stronger evidence that demonstrates you have tied to your home country. Do you own or rent any property there? Do you own a business?

Ties to Canada and country of residence means that CIC thinks you have stronger family ties to Canada than your country of residence. Do you have an immediate family that you are leaving behind? Immediate family would be children or a spouse/common law partner.

I mean a different category is apply for a work permit instead of a visit visa. I do not own any property. I only have the said amount in my bank. I have provided them a proof/agreement with my employer here that I will return and resume my duty as a hotel manager after the duration of my leave of absence.

I am single but we plan of getting married this September with my fiance. I am looking after my grandparents who are sick.
