TRV refused in Detroit...but accepted 2 days later in buffalo

Hi guys

My friend TRV was refused in Detroit but then he traveled to Buffalo 2 days later showed new documents and his TRV was granted... Whouldn't they questioned why he didn't reapply in detroit but chose to go to Buffalo instead?? I would think that would be a red flag but it worked in his case

My TRV was refused recently and I am thinking of applying somewhere else for better luck maybe as it worked for my friend

The point to note is, he "showed new documents and his TRV was granted".
It is very likely that they will have accessed the previous application and examined the additional documents.
They don't care where you apply.

But someone told me that visa officers rarely if ever overturn a prior refused decision by one of their fellow officers

How would they access the previous application if he applied at a different consulate since there is no online application in usa
