TRV processing times at Vegreville

Does anybody know if the processing times on the CIC website for visitor visas is for CPC Ottawa or Vegreville? I had to send my application for TRV to Vegreville as it is in restoration period but I know that those who are in status sent theirs to Ottawa and I am reading all sorts of different timelines and wondered if anyone could clarify?

1. Vegreville doesn't process TRVs, Ottawa processes TRVs for Students and Workers in Canada.
2. Vegreville processes visitor extension, and their processing time is posted.

I called CIC and explained that we are in our restoration period as our work visa was refused on May 7 due to being unable to provide a positive LMO and that the LMO is still no approved for us to apply for restoration as a worker and our restoration period ends 5 August , I was told to apply as a visitor to keep a legal status and as it is within the restoration period the application had to be sent to vegreville as Ottawa do not deal with any aspects of restoration it only deals with applicants that are in status. Even if you go online to pay the fees it asks which CPC office and when you select Ottawa it gives you no options to pay for restoration its only Vegreville. very confusing.
