Application but no mail come yet. Can any one expert tell me is IRCC send email first or direct dispatch passport

Refer here for estimated no of days processing https://www.canada.ca/en/immigration-refugees-citizenship/services/application/check-processing-times.html. Normally paper application takes time as the days between transporting the application from a VAC to IRCC is not included on the count.
If visa is approved the passport is requested. If not, an email or letter saying the reasons for refusal will be sent to the applicant.

If he is granted a visa it will be stamped on his passport. Otherwise, he will get back the passport with nothing on it and a refusal letter.
