I'm trying to help my friend get a TRV to meet me in Canada for 1 week this summer.

My friend is Venezuelan citizen living in Panama. She has 3 children in Panama who will not be traveling with her. She has a letter from her employer granting her permission to take a vacation in Canada. However, she has no significant savings.

I am a Canadian citizen and permanent resident in US. I intend to pay for her airplane ticket and all expenses while in Canada. I obtained a letter from my bank manager to attach to my letter of invitation.

The Mexico City TRV guide (Feb 2018) states that "if you are not paying for your own trip provide a letter signed by the person paying...and a bank certificate proving that they have sufficient funds."

Is there anything else I should be doing to support her TRV application?

Short advice:
IMO, she must not apply for a TRV at this point in time. Considering the situation in Venezuela + the facts you have posted, her chances of a TRV approval are practically zero

I’m surprised at your response. She’s a legal resident of Panamá so why should the situation in Venezuela prejudice her? Further, with a job and 3 children in Panamá are those not significant ties to Panamá? I have a significant net worth and can more than cover her expenses for a one week stay. Is it not possible to bring a friend for a one week stay at my expense?

For a TRV approval, your friend must prove she has the financial resources to afford the visit, including the airfare. Your financial support is secondary. The greater the financial dependence on you, the higher the chances of a TRV refusal.

The visa officer will consider these points while assessing her application:
1. How did she get her legal resident status in Panama?
2. Since when has she been in Panama?
3. How old are her children and what do they do?
4. Does she live with other family members?
5. Her financial and employment situation, including her income levels.
6. Has she traveled to other visa-required countries (US, UK, Schengen, Australia, NZ, Japan, etc)? If yes, what was the typical length of each visit + the purpose of the visit?
7. Does she own property in Panama? If yes, the value of the property.
9. Why would she spend a significant amount of savings for a one week visit?
10. What is the purpose of her visit?
