TRV mother application help needed

hello,
i am a new PR holder still unemployed working on my accreditation exams of my degree, i plan to invite only my mother during winter to ontario to spend 2 weeks together.
1- my question is , stating that my dad and brother will remain back in dubai is it a good ties reason?
2- another question should i apply family information with IMM5406 or imm 5707. because if i apply online they requested IMM5406 while in vfs dubai they requested imm 5707. the issue is my mother sister lives in montreal does this affects my mother ties to go back home in-front of visa officer?

1 - You need more than this. This is not strong evidence. Your mother should ideally show proof of employment, proof of property ownership and also proof of the funds she has to pay for this trip.
2 - I don't know the answer to this.
