TRV for my niece refused for the second time, for the following reasons:

1. Travel History - In reapplication, I detailed her travel to Muscat 10 times and Delhi 7 times in last 8 years, with my entire family.

2. Purpose of Visit - I mentioned that she is going to meet my younger brother (her younger maternal uncle) and his family means her cousin brothers and aunt.

3. Duration of Stay - I attached confirmed purchased ticket from 14th July to 19th August 2014

She is 19 years of old and studying professional course and has summer vacations starting from 14th July to 31st August 2014. Until now, she has been travelling with my family since birth but only from Delhi to Abu Dhabi and back or Abu Dhabi to Muscat and back but too many travels to meet family members there.

She does not have her father alive and her mother does not have much of earning at Delhi nor her mother has property in her name. Regarding that, I am her Legal Sponsor in UAE and attached all my documents like local VISA, my salary certificates, bank statements, property documents etc. Also, I attached my younger brother's invitation letter from Canada which stated also that she will leave Canada after completion of her travel and staying at home.

Thinking to reapply, please suggest that should I reattach all the documents, which I attached with second time application on 26th June 2014. Also, apart from that what should be attached as supporting or explanation in the covering letter to support the reasons of refusals so that I clearly explain to the Visa Officer.

To clarify further, me, my wife, my children and mother have got the TRVs for the same dates to travel.

The first application was submitted on 26th May 2014, with my entire family, which got refused on 4th June 2014. The reapplication was submitted on 26th June 2014, which has been refused today i.e. 8th July 2014.
 
Unfortunately, there is no purpose in reapplying if you can’t address the reasons of refusal from the original application.

From CIC’s point of view:

Travel history – your niece hasn’t travelled extensively internationally and proved that she has returned home in the past. Travel between Abu Dhabi, Muscat and Delhi doesn’t count.

Ties to country of residence – I assume she’s an Indian citizen and is living/studying in Abu Dhabi? If she’s just 19 years old and has only one parent with a low income and doesn’t live with that parent, then what will compel her to leave Canada and return to Abu Dhabi or India?

Ties to Canada and country of residence has been proved and explained and the visa officer has accepted that explanation! That is why it has not come as the reason of refusal in second time!
