TRV for mother - Help request!!!

Hi.

My mother is working in the United Arab Emirates and is a citizen of India. She has a small amount of savings but no property in her name. She has a bit of travel history and has visited the UK and Switzerland in the past. I am her only child.

I am a landed immigrant but am still living and working outside Canada. During the summer, I applied for a TRV for her from Dubai (she got a letter from her workplace stating that she was going on vacation along with proof of funds and other required docs such as bank statements, hotel booking, tickets, etc. for the visa application). The visa was refused based on the following reasons:

-immigration status in country of residence
-Purpose of visit
-Ties to your countries of residence

The GCMS notes say:

"PA is a national of India living in the UAE. PA is a widow. Currently under employment visa. PA has no option for permanent status in the UAE. Limited TH. Not satisfied with purpose. Not satisfied PA would depart after an authorized period of time."

I reapplied online and it got refused again for the following reasons:

-travel history
-Ties to your country of residence
-Purpose of visit

The GCMS notes say:

Widowed. 63 years old. Resident in UAE. Lmtd travel for tourism in July. To stay at ******** hotel. Not satisfied with BFs. Aplcnt has not demonstrated strong establishment & with lmtd travel & with no family or friends to visit. Not satisfied she has a compelling reason for this trip. Based on the information & docs presented, I am not satisfied PA is well established & as a result, I am not satisfied PA is a BF TR visitor who would leave CDA at the end of her authorized say. Refused.

I then requested one of my mom's cousins to send a letter of invitation which she sent along with her mortgage contract and Passport copy. I also attached the house rental contract, car registration card and a letter stating that she was only going for a vacation and is based in the UAE with her family. This time around she got a single entry TRV and was able to visit Canada for 2 weeks before returning to Dubai.

I now wish to take my mom along with me to Canada but as I am unsure about finding work immediately and actually want to study towards a Masters degree for a year, it seems doubtful that I will be able to apply for a supervisa for her as I will probably not have enough income to show for it. I would like to reapply for a TRV for her so that she can at least stay with me for a year; She can then go back to India and come back after a couple of months. So I need some suggestions:

1) Is there some way that I can make a strong TRV application for her so that she get's a multiple year multiple entry visa?

2) It is obvious that an invitation letter helps. Should I write her an invitation letter myself and attach a copy of my PR card ( I do not have a rental contract for Canada) or should I get my aunt to write another letter?

Or is there some other way?

If you mention a visit/stay of one year + will return again after a couple of months then you can expect another refusal.

Your mom must keep her visit to 2-3 weeks max.


1. When did your mom visit the UK and Switzerland?

2. Will your mom retire in the near future? Or will she be returning to India permanently?

3. What ties did/can your mom show to the UAE apart from her employment? Also, what documents did she submit for her employment?

4. What ties can your mom demonstrate to India?


1) Is there some way that I can make a strong TRV application for her so that she get's a multiple year multiple entry visa?
The only way is for her to prove that she has strong ties to India/UAE + good financial situation + a defined purpose of visit

IMO, if you invite your mom then you should wait until you have settled in Canada otherwise it may appear that your mom is moving with you

She visited UK in March 2013 and Switzerland in March 2015.

2. Will your mom retire in the near future? Or will she be returning to India permanently?
She can continue to work as long as she wants and her health permits. But she's not getting any younger. Since I am her only son, I wish that she stays with me in Canada after quitting her job or retiring.

3. What ties did/can your mom show to the UAE apart from her employment? Also, what documents did she submit for her employment?
I am not sure about this one. Do you have any ideas what ties she can build or show? For her proof of employment she got a letter from her workplace.

4. What ties can your mom demonstrate to India?
No idea about this one either. Should she buy some sort of property or invest in some shares/mutual funds? Please give me ideas.

That's understandable. However, if you want your mom to live with you long-term then you'll have to apply for a super visa or PGP when you're eligible.

She must include an employment letter + 6 months pay stubs + a leave approval letter which states she will have her job when she returns + 6 months bank statements to show these salary deposits.

Shares/mutual funds would only prove her financial situation. It's not a tie to return to.

If she would like to purchase a property in India then yes, this would be a good tie/good reason to leave Canada. As most property prices appreciate, it would be a good long-term investment too.


Some other suggestions:
1. IMO, your mom must apply for another TRV when she is still employed as this is a strong tie. Do NOT wait to apply after she quits her job/retires.

2. Does she have a rent agreement in the UAE? A vehicle? Any loans/mortgages?

3. She must include copies of her immigration status in the UAE + utility bills, etc

4. Your aunt can invite your mom. Do keep her visit to 2 weeks max, preferably around some national holidays. In this case, it would appear somewhat unusual if your mom includes hotel bookings (if she visits your aunt) unless your mom plans to travel to other places.

5. Are you on an employment contract? Does your mom live with you currently? You can include evidence/explanation that you are employed abroad. This will show that as you will not return to Canada soon, your mom will not remain long-term in Canada.

6. Your mom must leverage her UK/Swiss/previous Canada visits. You can prepare a Travel History explanation: Visa details + entry/exit dates + purpose of each visa
