TRV exemption - visiting US and combing back to Canada

Hello. I currently have a visitor record that's valid for 5 more months and I'd like to visit the US and come back to Canada. Looking at http://laws-lois.justice.gc.ca/eng/regulations/sor-2002-227/page-39.html#h-106 (section 190-3-f), it says TRV is not needed if one "held a study permit or a work permit that was issued before they left Canada on such a visit or were authorized to enter and remain in Canada as a temporary resident".

I'd like to ask whether my Visitor Record authorizes me to enter and remain in Canada as I remember the bottom page of my visitor record indicating "This does not authorize re-entry".

So I just want to clarify again.
This is not democratic... it is not like if 1000 said no and 1 said yes then it is a no.... the rule is quite clear.

You are waived from having to apply for a TRV as long as you come back with a still valid TRP and you only travelled to the USA.

Take into account that the CBSA officer can still refuse entry, not because of a lack of TRV, but because you no longer comply with the terms the TRP was issued on. How can the CBSA officer can get to that conclusion? It really depends on your specifics. A short leisure trip to the USA should have no problem... so keep that in mind.
