trv denied, can i re apply and when?

I was just wondering if when can I re-apply again for my TRV application. I was denied last april 27 and I just want to ask your help on how can I surely be approved on my next application again and when can it be possible.
I applied as TRV on my application though I will study in Alberta (UofA) for 7 weeks as I will take up an IDP program. I have a letter of acceptance from the university that will suppose to start on July 03 and will end up on August 20, 2012.
According to the letter, I did not satisfy that I meet the regulation 179; that I would leave Canada at the end of the temporary period if I will be authorized to enter. These are the several factors that the consul considered;
* My Travel History - I just went to China and Hongkong for 2weeks last january, 2012 to attend a conference meeting sponsored by our company. I also travelled for 1 week last june 2011 together with my husband and daughter in Macau and Hongkong as tourist.
* My Immigration Status - what does it mean by this, I am a Filipino Citizen and I attached my Birth Certificates and Marriage Contract on my documents as proof.
* Family Ties in Canada - I don't have relatives in Canada I really just want to experienced the premiere educational institution in Canada and that I will really go back in our country since I have a daughter and husband and a work that is definitely waiting for me.
* Length of proposed stay in Canada - I will just stay until the end of my study program I will go back august 30, 2012.
* Purpose of visit - to study a short course program
*Limited employment prospects in your country of residence / current employment situation - I am a regular employee for 14 years already as an Account Executive for US and Canada Trade in a Multi-national Shipping company. I am an Statistician and Marketing Staff for 6 years before I was promoted into Sales Department.
I attached my COE and ITR which reflects my monthly income and allowances and also my husbands.

*Your Personal Asset and Financial status - I attached a
Bank certificates:
1. BPI dollar account - US$5,485.00
2. BPI Peso Account - Php129,374.36
3. BDO Dollar Account - US$960,614.62 (my employers issued bank certificate to support me just incase I need during my stay in Canada for 2 months)

Personal asset:
1. Temporary House and Land Title (mortgage)
2. OR and CR of Motor Vehicle (Jeepney for public transpo) additional income of Php800/day
3. Deed of Sale of Motor Vehicle (Toyota corolla)

Please advice what else do I still need to submit....Do I really need to buy a bank draft for my tuition fee and Homestay program...my banks are international and I can access it in Canada just incase. I did not booked for my Homestay yet in the university since I am just waiting for my visas approval before I will booked, I am just planning to use credit or debit cards just incase. How much do I really need to provide to satisfy the consul? I used some of the money on my banks which I provided, are they checking it? is that one of the reason? PLease advice ASAP.

At first glance it looks like you provided a strong application. There is no time frame in which you can reapply, but there is no point in doing so unless you can provide further documentation to address the reasons for refusal. It seems to make it harder each time you apply if they refuse. The first thought I had was about the course you chose to take. What was it and did it have relevance to your occupation or previous education? Is this course not available at home? Why are you staying for 10 days after the end of the course if this is purely for study?
The second thought - personal income. Including your employer's financial statement is not relevant. Provide the amount of the Peso account in CAD. Third, the VOs don't seem to value travel done for work as proof of travel history the way they do for tourism. Not only are they looking at personal travel for the history of returning to your home country, but as a measure of one's establishment and ability to afford to travel. Finally, and I think this may be a very important reason = if they ask for proof of payment for course/homestay and you have not provided it, then it looks as if you are not serious about studying on this trip. (I have not read the requirements of the visa you applied for, but this is just what struck me when I read your post.) What are the costs of the programme, homestay, flight and how does that balance with your savings? The VO will also take into consideration that the savings in your account must also provide for your husband and child in your absence, so unless the amount in Pesos is large, they would likely think you did not have sufficient funds to support yourself.
