TRV applications are still on hold??

Dear friends,
I sent an email to Canadian visa office in Turkey, where I have submited my TRV application 4month ago and asked them about the processing time.

I thought from first of July the visa offices started processing all TRV applications but I was surprised to see the Visa office reply. They said the visa office only processing the applications of essential families and all other TRV application are on hold till further notice.

Any one have any more info as I thought the pause on processing TRV applications lift and only travel restriction are there to travel to Canada.

Think that is only the office in Turkey. They may be operating with limited staffing. Every country/office is different. It is such a fluid situation so things change.
