TRV application in implied status

Hi,
So this is my situation.
I landed in Canada in April 2013 with a work permit that expire in August 2014
I applied for PR (CEC) in April 2014.
I applied for BOWP in June 2014.
I received my new work permit in July 2014 and expire in July 8, 2015.
I applied for a TRV in July 2014 and it expire in July 8, 2015 (same as the work permit) it was for travelling purposes so I can re-enter Canada.

I`m still waiting for the PR application it`s been 14 months now since I applied and no medical request sent yet.

I applied for new work Permit on June 1st, 2015 (like I did in July 2014) and it seems that it takes longer then last year (it says 77 days)

I want to travel for my sister wedding in mid-July, and in that time I`ll be in implied status, and in order to re-enter Canada, I need a VISA.

My Question is, Can I apply for TRV while I`m in Implied Status ? if not, how can I re-enter Canada if I leave in July?

Does anyone have any Idea why my PR is taking very long?

1. No, you require a valid work/study permit to apply for a TRV in Canada.
2. If you leave without the TRV, then you will have to apply to an overseas office.
