TRV Application from US Visitor visa holder

hello,

I currently have a US visa until 8.08.17 & want to apply for TRV to visit my husband in Canada... we are also processing the Outland PR and have already lived in Canada since mid 2015. I have a visitor record until November this year but this doesn't allow reentry. I have a great travel history, over 20 countries visited with no visa denials.

Can I apply for TRV with a return ticket to my home country or can I apppy while in the US.

I think you need to apply online and when it's approved then u submit your passport to any Canadian embassy in US
