A TRV/superivsa is a travel visa and does not determine your length of visit in a country. She can continue to visit Canada until Feb 2028 if she is able to purchase supervisa insurance every year. To visit in the future she will need to travel home, reestablish ties to her home country and then she can reapply for a new TRV/supervisa.

Yes she has insurance for the entire year as she just came back from home country after a 3 month stay. She got super visa in 2022 and got the end date based on passport validity. She has a new passport now and i am wondering whether we need to send it for stamping as the feb2028 date is on the old expired passport

No need for stamping. She can visit Canada until 2028 but if she leaves she must get a new visa to visit again.
