Travelling to Canada

Hi all - My wife is scheduled to travel to Canada on July 6th on a tourist visa. Today, she received passport request from IRCC to finalize her spousal application and issue COPR. My question is: can she travel to Canada on a tourist visa next week and then send the required documentation for a virtual landing?
