Travelling to Canada with Foreign Passport + Canadian Citizen Certificate

I am asking this for my Canadian citizen friend. He sponsored his wife who is about to get her PR visa. His daughter was born 2 months ago. Can she travel with the Canadian citizenship Certificate and with no visa on foreign passport? Her mom will be coming on foreign passport with PR visa.
The daughter will have foreign passport with Canadian Citizenship certificate only.
Can she do that or she will need Canadian Passport to come to Canada? ??? ???
According to him the Canadian passport takes longer time abroad as sometimes they return the application with inaccurate pix etc.

All she needs to do is prove she is a Canadian Citizen. Right of entry is guaranteed under the Charter.

If the daughter is holding a HKSAR passport, there is no problem of returning to Canada.

1. The normal process is to apply for a Canadian passport at the same time as the proof of citizenship - the passport is issued faster. So it seems unusual the child has a certificate of citizenship but not a Canadian passport. Where the child is less than 2 years old they can also get a facilitation visa in their foreign passport.

2. Sure if you show up at the border with the Certificate CBSA will check the records, confirm the Canadian citizenship and admit as a citizen. The problem is the airline as they won't accept the certificate - its not a travel document. So if the child has a passport that normally needs a visa for Canada their certificate isn't going to trump this. If they have a visitor visa exempt passport then sure the airline will assume the child is a tourist and board her. They may want a return ticket to be held though to cover the scenario where entry is refused (airline would get stung for removal costs).

3. Expect CBSA to take some with the certificate entry - they need to make sure the same child issued the certificate (unfortunately this route is one used by people to bring in multiple kids on one document) is the one being admitted so you best have all records pertaining to the birth and expect a detailed examination of the foreign passport.

Thank you all for your replies. No she is not from Visa exempt country.
@Msafiri, They applied for her passport directly thinking she does not need citizenship certificate. lol
but they were told that first she needs citi certificate, that is how they ended up with citi certificate. ( not sure how that happened, don't know if the fee is the same ???)
He has been waiting for his wife for 28 months and thought the daughter could come without the Canadian passport.His sister's passport took three months as they returned her application because of photos.
Anyway, i am gonna ask him to apply for the passport.
