Travelling after receiving TRV

Hi,

My son received his TRV to enter Canada from the UAE and is currently in India. Can he travel to Canada from India when flights resume or does he have to fly from the UAE?
Does anyone know the documentation requirements for a 18month old toddler (with TRV) travelling with grandparents (with TRV) to Canada. Grandparents are bringing the grandchild to the parents who are PR holders.

Will appreciate comments/replies.

2) Passport with letter of consent from both parents allowing grandparents to travel with toddler
